Position Summary

The Associate Attorney reports to a Senior Attorney and provides legal counsel to the Agency’s business lines responsible for originating/structuring real estate transactions and protecting the Agency’s financial interests in such transactions.

Specific Duties and Responsibilities

  • Drafting and reviewing transaction documents, assisting closing multifamily loans under the direction of an Attorney, Senior Attorney or Deputy General Counsel, coordinating with paralegals and assisting with multifamily closings, recordings, and filings.
  • Reviewing and commenting on loan due diligence subject to approval of Attorney, Senior Attorney or Deputy General Counsel. Assisting the Special Counsel – Information Officer in responding to public records requests.
  • Assisting with post-closing compliance matters.
  • Serving as the Legal Division's liaison and/or first point of contact for one or more particular areas of law and as a Legal Division resource to the General Counsel, Deputy General Counsel and Senior Attorneys for research, compilation, review and reporting on specific matters as directed.

Knowledge, Skills and Abilities Required

  • Admitted, or eligible for admission, to the Massachusetts bar.

Position Summary

The Associate Underwriter is primarily responsible for underwriting multifamily affordable housing financing transactions under the supervision of an Underwriter. Additionally, the Associate Underwriter is responsible for the day-to-day operations, oversite, and maintenance of various underwriting programs. Transactions will include both taxable and tax-exempt executions with either new construction, substantial rehabilitation, or refinancings with moderate rehabilitation, both with and without Low Income Housing Tax Credits (LIHTC). The Associate Underwriter will engage in transactions at the pre-screen stage, initially providing internal guidance on potential underwriting issues including loan sizing, market/appraisal concerns, as well as environmental and construction reviews. As the transaction proceeds to underwriting, the Associate Underwriter will collect and review due diligence, perform financial modeling and analysis, and communicate with internal and external parties. The Associate Underwriter will work closely with an Underwriter to ensure that underwriting issues are identified and addressed, and that loans are processed in accordance with prudent loan standards and applicable MassHousing and HUD/FHA regulations, guidelines, and policies. The Associate Underwriter will assist in the preparation and presentation of the loan package for credit approval. The Associate Underwriter will become proficient in the underwriting and processing of Risk Sharing and FHA-insured transactions for existing portfolio refinancings and new Agency business. The Associate Underwriter is expected to enroll in select course offerings in order to become an Underwriter, therefore, candidates must have a demonstrated history of academic success and professional development. The Associate Underwriter will perform other duties and responsibilities as assigned.

Specific Duties and Responsibilities

  • Perform all underwriting related tasks as needed, including but not limited to collection and review of due diligence, financial modeling and analysis, communication with internal and external parties.
  • Oversee the day-to-day operations of various underwriting programs including progress tracking, issue resolution, and communication with internal and external partners.
  • Perform all other duties as assigned by supervisor.

Knowledge, Skills and Abilities Required

  • Previous experience with LIHTC and/or FHA MAP.
  • Strong MS Office skills, including Excel.
  • Previous experience with financial modeling and analysis.
  • Excellent written and oral communication skills.
  • Ability to apply critical thinking skills to propose strategic recommendations and solutions.

Minimum Education and Training

  • Bachelor's degree in finance, business administration or directly related field and four years of professional mortgage loan, underwriting or housing finance experience.

    An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
  • HUD-approved MAP underwriter (or commitment to training/testing for the designation) preferred.
  • Three to five years of substantive experience in finance or real estate, with preference for LIHTC and/or FHA lending experience.
  • Must have broad knowledge of government and private financing programs, including federal insurance and subsidy programs.

Salary Range: $84,875 - $110,338

Position Summary

The Housing Policy Associate researches and analyzes data and trends that supports MassHousing as it confronts the Commonwealth’s housing challenges. This position enhances the capacity of the executive team with a focus on developing raw ideas into policy and programs. This personable team player designs criteria to evaluate the impact of existing and new products and programs to inform strategic directions. The Housing Policy Associate also facilitates teams that may consist of internal and external stakeholders as MassHousing pilots’ solutions to housing issues across the Commonwealth. Initially the focus will be on increasing diversity in the sponsors and developers of affordable housing. S/He can make high level concepts and dense data easily accessible to audiences with varying levels of familiarity with the issues. The position reports directly to the Executive Director.

Specific Duties and Responsibilities

  • Research and analysis. Research qualitative and quantitative data to set policy objectives. Analyze existing data and trends to identify opportunities and strategies to meet policy objectives. Research market trends, products and programs to identify opportunities to enhance MassHousing’s competitive advantage in meeting customer needs.
  • Facilitate interdisciplinary teams through ideation to implementation. Work with Executive team to identify key stakeholders to participate in design and evaluation of products and programs that advance MassHousing’s strategic agenda. Lead those teams through ideation, feasibility, implementation and evaluation. Provide technical assistance to teams in the form of research, presentation of data trends, accessing relevant external resources and other activities. Regularly report to the Executive Leadership team about progress and recommendations for how to proceed.
  • Gather, present and disseminate information. Prepare key documents and presentations for executive team members on policy objectives. Organize forums, panels and seminars intended to solicit new ideas, report on data and/or present recommendations.
  • Generate new ideas. Supports the Executive Leadership team, including business unit leaders, with identifying new strategies and emerging market opportunities.
  • Evaluate performance. Develop evaluation criteria for existing and new products and programs. Regularly review criteria with internal and external stakeholders. Use evaluation data to inform strategic decisions about products and programs.
  • Perform other duties as assigned by the Executive Director.

Position Summary

The Rental Underwriter is primarily responsible for the prescreen review, underwriting, commitment and closing of multifamily loan transactions involving taxable or tax-exempt bond financing. The Rental Underwriter reports directly to the Senior Rental Underwriter. The Rental Underwriter works closely with Originators, Portfolio Managers and Legal to provide credit and structuring recommendations to meet Agency requirements relative to best practices, standards and Policy and Procedures.
